Its weird, After my engine warms up. every time i let off the gas the RPM's go up and down up and down about 3-4 times but it dosent happen when im below 10 mph, and it dosent happen when im going 55 or above but when im only going about twenty, and let off the gas the rpms go all the way down to 400 and my lights start to dim, then all the way up to 1500 about 3 times. Ive replaced my air filter fuel filter plugs, wires, oil, and sprayed out my throttle body with cleaner, i just dont know what to do.

Nevermind i just checked my throttle positioning sensor and it was bad. problem solved
