1989 Chevy Silverado master cylinder

i just bought my truck and saw that the previous owner put a brand new master cylinder on but the truck dont stop like it should is that something you would have to rebleed the brakes for??

what you mean it doesn't stop like it should? does brake pedal feel soft and goes to floor when braking?
