1983 Chevy Silverado Electrics will work

When key is in lock position, wheel will not turn, trans lever will not move. When in on position, wheel turns, lever moves. Headlights work, interior lights work. Horn blows. Nothing that requires ignition on will work. WIndows, wipers, won't start. Doesn't make a sound. Have checked all fuses and installed new ignition box and lock cylinder. Probably a fairly simple electrical disconnect somewhere, but where to start looking?

Check the feed to ignition switch, red wires. Red wires are protected by fusible link/s, those links come off starter solenoid. The info I looked at was for C10.
