when I put the transmission in gear and accelerate the engine surges, then when I let off the accelerator it will not decelerate.

Hi,
Right off hand it sounds like a weak or missing return spring. Could also be a transmission kick down cable binding up.

Is this carb a stock QuadraJet?

Yes this is a quadrajet. The problem is not with the return spring or the kickdown cable. Have you got any other ideas as to what the problem might be.
