I set the parking brake on my '91 S10 pickup only to find that someone had disconnected the brake release in the panel above the brake. How can I disengage the parking brake?

To get the vehicle to move you can loosen the e-cable under the truck. look at the rear axle you will see two cables one going in each rear brake. follow it to where they come together. there are two nuts on a threaded wire. Loosen the nuts up until they are free. This will release both back brakes. You will now be able to loosen the nuts inside holding the emergency brake pedal in place. The cable should be loose enough to reconnect or replace.
