2004 Chevy S-10 2004 s-10 overheating while at idle

S-10 overheats while at idle speed. Ive changed the thermostat and flushed the system but it didnt help. The clutch fan does not free spin when the engine is turned off so I dont think that it is bad. Also noticed that the A/C does not get cold at idle speed. Any ideas?

when engine is warm and your turning the fan it should have some decent resistance to it. take a sheet of paper with the fan on and make sure it sticks to front of radiator or condensor. if not fan is insufficient or fins are plugged
