if i cut of the converter and the 02 sensor will i have problems with the truck?

Try putting it in neutral, if the neutral safety switch is messing up, it may work inneautral. Otherwise need to test for power at the small wire on the starter with key in crank position and go from there. If it has power, the starter is bad,if not get back to me and we will figure out where it is being stopped
