2001 Chevy S-10 HEATER NOT HEATING PROPERLY

my heater in my s10 is not functioning properly. The controls work fine but the only place it will blow hot air is in the floor and its only warm. when it switches over to defrost or in your face its cold. The heater core has been flushed,its fine,and the heater hoses are hot coming in and out. Its like something in the duct work is preventing the air from reaching me exept in the floor.The vaccum lines are fine as well Any ideas?

you covered it all
all I add is check the blend door and it operation
check if the vacuum switch had been disconnected and reconnected the wrong way
check vacuum route
