2001 Chevy S-10 Flasher

Blazer starts and flasher makes clicking noise but blinker or 4-way flashers not on. Blinker works fine with normal use same with 4-ways. Replaced flasher with new one but it has a buzzing noise. Blinker switch maybe??? Apply the break and the noise stops
