2000 Chevy S-10 Fan Blower

When I select the fan blower speed to "Max", air comes out reel fast when engine is at idle speed. Then when I drive the vehicle and gain speed, the air flow will slow down as speed is increased. Then when maintaing speed of 55 mph, the air flow will increase for a short period of time and then decrease for a short period of time. Any ideas as to why this is?

When it decreases, is it coming out a different location such as the defroster, heater (under dash)...?
