1999 Chevy S-10 O2 Sensor

My MIL is on and after scanning it the code came up as P0147 O2 sensor Heater Circuit Malfunction( Bank 1 Sensor3) Would that be located before or after the catalytic converter? Should it be replaced or could that code indicate a loose wire? Also is it easy to get at and fix?

more then likely the sensor is bad.

it is located after the catalytic converter, last sensor on the exhaust pipe.
