1997 Chevy S-10 4-wheel drive won't work

When I shift into 4hi or 4lo, I can feel the transmission shift in but the front wheels won't engage.

Do you have 4wd in any of the positions?

No, 4 wd does not work in any position. The solenoid that has the cable running to the differential pulls vacuum in all 3 positions.
