1994 Chevy S-10

My truck is making a high piched whistling and I took the belt off and it still did it. I now think that it could be a vacuum leak.

Welcome to the forum, are there any driveability issues? Check all your vacuum lines. Spray some wd 40 or something around any gaskets, engine running, if the rpms change with the spray, you found the leak. When using any spray like that, keep a fire extinguisher handy, just in case. Don't burn the vehicle down.
