1989 Chevy S-10 no fuel

If I dump fuel in the throttle body the engine starts. I dont hear the humm of the fuel pump when I turn the key, but there is 8 volts of power to the fuel pump.

Need to check for full 12 volts at the fuel pump relay. It is located on the fender near the brake booster
