1987 Chevy S-10 new battery

Installed new battery wont start has dash lights, but none under the hood. Starter does not turn. Cleaned the posts and installed new bolts on the battery cables to battery. Cleaned ground wire on the block. Battery was checked and is fully charged. Any ideas?

Is it cranking over and will not start or just won't crank at all/nothing?

No just the gauge lights come on no starter movement

Could be a fusible links, the starter, starter relay/park and neutral switch and ignition switch assuming the battery and connections are good.
