Chevrolet Pickup won't start

I have a 1980 silverado pickup 170,000+ miles that won't start. The battery is fine, lights and gauges still work. I can roll or tow start it and it runs fine. I took the starter off and had it tested at Napa and it still works. I crossed the larger and smaller terminal on the starter solenoid and it sparked and turned. I replaced the ignition switch even though there are hot wires at the ignition switch and still nothing. There are 9 wires at the ignition switch and I'm not sure where they all go to. I'm out of ideas and ready for help. Thanks

When I jump the starter solenoid the engine turns slow and the starter is chattering a lot. Yea I had the key on. When I had the starter tested at Napa the bushing on the starter heated up fast like there's some resistance. Could it be possible the solenoid burned out? This truck is a hard starter and were having some cold weather now, so I don't expect to start it easy by jumping the solenoid.
Yea your'e right about the ignition circuit is working if I roll start it. Wasn't thinking. Thanks for answering I'm narrowing it down. Probably need new starter and solenoid.
