1989 Other Chevrolet Models Smog pump diverter valves

I don`t have electric going to my diverter valves. It has an elec. Rely part #14101029 [ I am sure that is the problem] that they don`t make any more and the referee said he need proof that that was the problem. I need to find out what controls this because I cannot find any schematics that will show me this[where the wires go]. Where could I get this info? Thank You
