1989 Other Chevrolet Models 4 cyl Four Wheel Drive Automatic

1989 Geo tracker with 91 body. no fuel coming out of fuel pressure regulator when hose is off. has hesitation. is it lack of fuel pressure or faulty fuel pressure regulator?
