Hard Brake pedal 74 Nova manual Brakes

I just bought a 74 Nova with a 350 2bbl that is rebuilt and almost a year old and it has manual brakes and according to the receipts it has a new master cylinder, wheel cylinders and the brakes were power bled and the brake pedal is very stiff.
I was thinking it might be the valve under the the fluid tanks, metering, pressure or proportioning? .

I thought you would want a good high brake pedal, without a booster the pedal is high and firm...

1974 nova has vacuum assisted brakes, they work on a vacuum system. Check the hoses going to the vacuum unit. With the pedal high and hard the unit could be bad or not have enough vacuum
