2004 Chevy Monte Carlo dim lights and they go out

drive down the road at night on old state RT 129 head lights on bright car coming at me so i dim my lights and the head lights go OUT flick the dimmer again and head lights come on bright and the car coming at me get angry . this problem started when I got the car NEW they checked it out could not find any trouble this has happened (5) times on bad roads . when head lights go OUT ALL other LIGHTS STAY ON ?

Could be a problem with the body control module or the dimmer switch itself
