2004 Chevy Monte Carlo bright lights problem

cannot get the bright lights to go off. i dont even remember even turning them on. i do know that when i used them before when i pulled the handle back to turn them on u could feel it click. but now i dont hear or feel anything when i pull back the handle. i really would like to get them to go off before i get stoped by the police or cause someone to get into an accident. Thanks!
