2004 Chevy Monte Carlo bright lights problem

cannot get the bright lights to go off. I dont even remember even turning them on. I do know that when I used them before when I pulled the handle back to turn them on u could feel it click. But now I dont hear or feel anything when I pull back the handle. I really would like to get them to go off before I get stoped by the police or cause someone to get into an accident. Thanks!
