2002 Chevy Monte Carlo power steering

I recently purchased a 2002 monte carlo SS without power steering assuming that i could save some money by fixing it myself.
After getting the car on a lift and looking at everything everything looks fine. There is no leaks in the power steering pump and the rack & pinion look ok.

So is there a way i can test to see which one needs to be replaced??
any suggestions would be very appreciated.

Chances are the pump is bad. If the rack was, it would work at times. Also, does it make any noise?
