2000 Chevy Monte Carlo Filler Valve Acts Clogged

When fueling, the filler valve will appear full and not allow fuel entry to the tank. If I disconnect the hose on the purge solenoid assembly, located in wheel well next to filler valve, the fuel flows freely to the tank. What gives ??? Thanks for your support.

The hose is for the vent valve. The vent valve is probably clogged or stuck closed.
