2000 Chevy Monte Carlo blower for ac/heater problen

I have a 2000 Chevy Monte carlo. I have no ac/or heat. the blower seems to be out. How can I diagnosis the problem. Is it the blower or maybe another problem

To access the blower motor and blower motor resistor # Remove the right side instrument panel insulator under the glove box area.I also posted and emailed you the trouble for blower fan inop.
