1999 Chevy Monte Carlo New brakes pulse

I just changed the pads and had the rotors rotated. The car brakes smoothly, but slightly slower (not the performance I was hoping for). Also, I feel a vibration under my feet when the car is moving. The vibration seems to pulse with each tire rotation. At slower speeds the vibration is slower than higher speeds. The pedal doesn't vibrate and the steering wheel doesn't shake. I also noticed a squeeking noise. Can you help me?
