1996 Chevy Monte Carlo exhaust

The gasket between my catalitc converter and pipe is deteriorated and is leaking, were these welded together, it doesn't appear to have any bolts. Of course it is rusty and flaking but the flanges seem to be ok if I can get it apart. How do I and is it welded?

Flanges are usually bolted and not welded unless someone repaired it that way.
