1995 Chevy Monte Carlo not sure whats wrong

I was going down the road and it felt as though it like was in neutral or something and i shifted into overdrive and then back to drive and it was the same. You push on the gas and it barely goes. The engine is running really rough and the brakes have went out. It is really hard to push on the brakes. Do you know what may be causing this?

If the problems are related, it could be restriced exhaust. This would cause rough/poor running, and possible hard pedal due to lack of vacuum to operate the brake booster. If you could remove the oxygen sensor before the catalytic converter, and run it, you may see the symptoms gone. If so, the catalytic converter needs replaced. Another way to condemn it is with a backpressure gauge, anything over 3 psi indicates restriction.
