The air conditioner in our Monte Carlo does not blow properly. Lately it has been blowing through the defrost vents as opposed to the air vents. This happens 75% of the time. When it blows from the air vents there doesn't seem to be much air blowing unless it is set to 4 (high). Local mechanic says the dash has to be removed to trouble shoot problem which is costly.

What can the problem be and what can be done to rectify the problem.

Usually when it only blows out defrost its due to a broken vacuum line and the default is defrost. Double check the vacuum source going from engine to the dash. My guess is there is a rotted vacuum line. Get a second opinion if you dont find it your self. Sounds like your mechanic doesnt want to be bothered.
