2006 Chevy Malibu horn doesn't work

Bought the car a year ago and the horn never worked. I need it now for inspection and thought I would just be replacing the horn. When I saw that there are 2 horns I knew it must be something else. Both horns work when 12V is applied, fuse is OK and relay is good (grounding coil makes horns sound.) Horn won't work from steering wheel or key fob panic button. These 2 signals must come from 2 different places, right? Anybody know where I should look?

the BCM controls the horn,could be the bcm.also had a couple of these where I had to replace the air bag because there are contacts inside the air bag that sometimes wont make contact causeing the horn to not work.post back with any other questions.

So the signal from the steering wheel goes through the BCM? Can you tell me where to find the BCM? And the airbag wouldn't explain why the key fob won't acuate the horn, would it?

yes the horn runs throught the BCM,it has internal grounds called drivers.the bcm is located on the pass side console near the floor,there is a removeable fuse panel,remove it and the bcm is wright there.as far as the air bag in the steering wheel I said I've had this a couple of times.its hard to give a direct answer without proper testing.post back with any other questions.
