2003 Chevy Malibu Intake manifold replacement

I'm about to replace my intake manifold gaskets but how do I adjust the rocker arms? do I do one cylinder at the time at TDC or do I just tighten the rocker arms according the the specific torque? Help please.

torque to specification. i think it is around 14 foot pounds
