2001 Chevy Malibu wont kick over

My car was just in shop, I have new battery, plugs wires, fuel filter, and starter and alternator were tested and fine. my problem is when my car is at a half of tank of gas it will not kick over, when its at a full tank of gas it does no problem. what could this be?

Its very strange for a fuel level to cause a no start-Okay check the fuel pressure and volume delivery of the fuel pump could be out of specs.
