2001 Chevy Malibu Fuel Pump

Fuel pump is not working. Got another fuel pump and hooked to the harness on the car to make sure it worked. It runs for a couple of seconds then stops. Does it have to be in the tank to build pressure to work properly or is the power to it all wrong?

when you turn the key in ignition the fuel pump will only prime up for a couple of seconds. it will not stay on until the engine has been started.
