2001 Chevy Malibu Fuel Pump

The fuel pump won't run. Checked the filter and its good. Got another fuel pump and hooked it up and it won't run either. It seems possibly there's not enough power to the pump??? It makes a noise but won't run.

if it's whirring then it is working. could be weak ground to it, check the wiring.
