2000 Chevy Malibu Brakes

Ive just noticed a black film on the hubcaps on the front wheels of my vehicle. I think I need to replace brake pads but I wasnt sure if the black film was something else. IE brake fluid?

First of all thank you very much for your donation.The black film is normal for car's on the front wheel's.Usually it's just brake dust from the pad's wearing down and the brake dust come's out and settle's on the wheel's.As long as it doesn't feel wet like fluid i would also inspect the brake's or have them inspected just to be on the safe side.
