1999 Chevy Malibu brakes and rotor

My brakes went bad and the rotor are grinding, I tried to move the car and it seem as if the wheels were lock, there is rust around the tired and on the ground. could it be more than just the brakes and rotors?

It certainly could be if the wheel is locked up. It could be calipers, hoses or other hydraulic issues.
