1998 Chevy Malibu weird problem with transmission

1998 Chevy Malibu 6 cyl Front Wheel Drive Automatic 155k miles

I have a 1998 Chevy Malibu, and lately every once in a while when I am driving it over 55 mph the RPM never goes below 1.5 and it stays that way even when I stop. I have to hold the brake down or it will go forward on it own. When I put it in neutral or park, the RPM shoots to over 3 and stays that way until I turn it off. I'm guessing this is a bad problem but maybe its an easier fix than I think. Any help woud be great!

Check for cable binding and throttle plate binding.
