There is a moderately metallic rattling sound when my AC or the Heat is off and when it is on the sound stops. Could this possibly be my water pump?

It could be the clutch on the A/C compressor.

My 98 malibu has the same noise so I leave the a/c on low. We did find the noise in the front and it is that gear that goes out and in when a/c is turned off or on. Rubbing metal!

That would be the A/C compressor clutch. It can be replaced without buying the complete compressor.
