1998 Chevy Malibu harmonic balance

We have just had the transmission replaced in my car, as well as fuel lines, electrical work done and coolant lines replaces. we are now being told that the harminic balance needs replacing too. the mechanic gave me a line of replace this that and every thing else giving a price of something like 400.00. now i know that the harmonic balance in only like 60.00 at the auto parts store. is there a cheeper option, do i HAVE to replace it all at one go?

400 to replace a harmonic balancer is way too much. i can see a normal mark up on parts plus about one hour to one and a half hours labor.
