1998 Chevy Malibu blower motor etc

Heater problem
1998 Chevy Malibu 6 cyl Front Wheel Drive Automatic

I have been unable to get speeds 2-3-4 to work on my heater blower, however high speed does work. I installed a new resistor getting the same results. Any suggestions.

Have you replaced the blower motor relay? Also, did this happen all at once, or did one speed go at a time?
