1997 Chevy Malibu power steering noise

When car is first started regardless of the weather or how long the car has been running. The steering is very hard. And it also makes a loud whinning noise

This could be caused by simply low power steering fluid if you are low on your fluid the pump will whine and not turn eaisly. My suggestion check your fluid and if low fill it up
