1999 Chevy Lumina Won't shift from drive into overdrive, wh

The car will not shift from Drive (3rd) into overdrive (4th). The car shifts fine into all other gears just doesn't shift into overdrive. Is the problem electrical or tranny?

it could be either, it's best to have a trans pro check it out and scan it for codes.
