I have replaced the fuel pump and the fuel pressure regulator and that fixed the fuel pressure problem, but now I can't get the fuel pump relay to engage without suppling an external ground to the ground post of the relay. I guess my question would be is there a sensor or something else that would complete that curcuit?

If its the ground wire (blk/wht)
that you are having an issue with
then check the ground wire at the tranny stud bellhousing
or you can run a new wire
this blk/wht wire like ( RAS ) showed it goes straight to tranny ground stud
