1998 Chevy Lumina Lights

I have no brake lights, and no turn signals, all fuses are good, but the location of the flasher unit, cannot be found? Im hoping this will be the problem?
I have tried the 4 ways and hear nothing clicking, but think this might be from long ago, the cars in great shape, and im pretty good mechanic, but hope you can help me....bulbs are good.
