1998 Chevy Lumina egr

I found what appears to be a water and oil mixture getting to the EGR valve. It is thick and pale in color kind of like grease. What is this and what is causing it.

check the intake manifold

Leaking lower intake manifold gaskets will cause this. Also, a bad throttle body gasket can cause it. Some of the throttle bodies have coolant passages that are sealed by this gasket.
