1998 Chevy Lumina brakes

the brakes barly work and when i push them in it makes a hissing noise almost like a vaccume leak and the noise comes from under the steering colume what could that be?

You are correct about the sound of a vacuum leak.
The power booster for your brakes works off of vacuum.

It probably has a leak in the diaphragm.
it's the round thing the master cylinder is bolted to.
