1998 Chevy Lumina brake lights

The two lower brake lights do not work. The upper in the window does work. I changed the brake light switch, the bulbs are ok, the fuses are ok, the bulbs light up for the turn signal and the head light filiments work ok

Hello, may be the turn signal switch. Your lower brake lites and turn signals use the same circuit, not at the same time. I'd check the feed circuit to and from the steering column, a long shot, for circuit problem.
