1997 Chevy Lumina will not pass nys inspection OBD2 sensors

1997 Chevy Lumina 6 cyl Front Wheel Drive Automatic

I have done several drive cycles per manual logged 280 mi still sensors for cat egr and evap still not ready
could it be that temp guage reads very low

I don't know about NY inspection but if it is an emission test what you need to do most of the time to pass these is change your oil and oil filter, change your air filter if it hasn't been recently( under 10,000 mi) then drive the car about 20 miles to get it good and warm an take it in to test. If your 02 sensor is bad your service engine light should be on as well as your coolant sensor. If you get the engine code read it will tell you which one is messed up. It could be a coolant sensor but a code reader will tell you. Most auto parts stores can do this forfree.

Obd2 sensors always in "not ready" cannot pass inspection that way. Again I completed several drive cycles and still not ready

It could be that eh engine isn't warming up completely. I don't undertstand te O2 sensor not saying not ready. That may be on the machine that does the testing. But if you get acode reader and no codes are present then change the thermostat and coolant temp sensor.
