Gas tank leaks by filler neck. Can the filler neck be replaced without changing the whole tank?

tank or the rubber part of the filler hose?
if its on the tank you can use some stuff called
"seal-all" you just slap that stuff on there as per directions and youll never have to worry about that leak again.
