1997 Chevy Lumina brake chatter

when i come to almost a full stop the brakes do a chatter type noise, can you tell me what might be the problem,shoes have been cleaned, the shoes look good, but i still have the chatter

Maybe an issue with abs system?? In the past, if the brake pads looked shiny, I used sand paper on the pads to remove the shine, chatter went away.
