1997 Chevy Lumina backlighting on gauges

I recently had my backlighting stop woring on my guages. I checked all the fuses and they seem fine. gauges and lighting from behind the heater and fan control swiches is not working but everything else works fine.

make sure the dimmer switch is not turned on low. also check the dash fuse, it should be a five amp fuse

where is this fuse located at? i looke at my main 3 fuse clusters and didnt see one for the dash or instrument panel. could it be behind the dash?
